Thai FDA vs TISI

How to distinguish Thai FDA and TISI review paths for products in Thailand.

Product compliance questions in Thailand are often routed to the wrong regulator first. Teams assume every product issue belongs to one authority, but in practice the correct route depends on the product category, how it is used and whether the business is importing, manufacturing or distributing.

What Thai FDA usually covers

The Thai FDA checkpoint is the natural starting point when the product falls into food, cosmetics, medical, health-related or similar controlled categories. The key point is that product composition, intended use and customer exposure usually matter more than the company’s branding language.

What TISI usually covers

TISI standards are more relevant where technical product standards, mandatory product controls, industrial specifications or product-safety checkpoints apply. This becomes especially important for importers and manufacturers who deal with physical goods and equipment.

Why teams confuse them

The same business can touch both layers. A company may operate under one TSIC code and still need Thai FDA review for some products while also needing TISI review for equipment or industrial goods. The activity code helps route the business profile, but it does not replace product-level regulator analysis.

Practical screening questions

Ask these questions before choosing the regulator route:

  • is the issue about the business activity or about a specific product?
  • is the product consumed, applied, used medically or used industrially?
  • is the company manufacturing, importing or only distributing?
  • is there a product-standard issue, a product-registration issue or both?

Final rule

Use Thai FDA when the product category itself points to food, health, cosmetics or related controlled goods. Use TISI when the issue is industrial-standard or technical-product compliance. If the workflow includes both product registration and product standards, review both layers before import or launch.
